This portion of the parade features a corps of police from the local police department with Chief Spaulding in charge, followed by the Delaware City Band under the leadership of Director Whelpley. To the rear of the procession in the photo are mothers, wives, and relatives of men in the service. Article, but no image, featured in the Daily Journal Herald, which records that it was the "biggest parade ever seen on streets of Delaware." The name "L.C. Riddle" on the back of the photograph refers to one of the members of the Spanish-American war veterans who organized the program for the day.
